Its purpose is a uniform legal framework for developing, marketing, putting into service and using AI systems in the Union, on a risk-based approach: obligations scale with the risk posed. Systems developed and put into service for the sole purpose of scientific research and development fall outside it; any other system used in research remains subject to it.
