Training opt-out

European copyright law frames it as a reservation of rights against the text and data mining exception, not an opt-out: the exception covers lawfully accessible works and applies on condition that the use has not been expressly reserved in an appropriate manner — machine-readable means, for content publicly available online. Absent a reservation, mining lawfully accessible content is permitted.
