Workflow orchestration
The layer that runs a multi-step process rather than performing its steps.

The field's reference terminology normalises it as a *workflow enactment service*: a software service of one or more workflow engines that creates, manages and executes workflow instances. *Orchestration* is the recent usage for the same function; the standard vocabulary does not use the word. Naming the layer separately is what makes failure, retry and surviving state askable.
